The year 2009 was pepered with protests and strikers in the education sector . New initiatives like .Nationalliteracy campaign , provision of education service tax,Tribhuvan University's new fee structure etc were launched, but could not be implemented.
In the first week of january kirtipur locals vandalized TU offices and manhandled its officials demanding compensation for land that the government had acquired form them for TU later. the TU administration shut down the universityfor and indefinite period stating insecurity reasons.
During mid- January, National LiteracyCampaign2065 was launched by the then prime minister pushpa kamal Dahal with the slogan'Know letters,be literate.' The campaign was launched but not implemented in a comprehensive manner due to ack of sufficient preparation and shortage of data on real illiterates apart form delay in hiring volunteers.
